The Civilian Department provides members with the opportunity to experience the community from outside traditional public safety roles. Whether operating a business, working along Texas roadways, assisting stranded motorists, recovering disabled vehicles, or simply building a character and living everyday life, Civilian Department members help create the activity and realism that make the State of Texas Roleplay community feel alive.

The Civilian Department serves as the foundation of everyday life within the State of Texas Roleplay community.
While law enforcement, fire, EMS, and communications personnel respond to emergencies, civilians create the people, businesses, traffic, situations, and stories that make those responses meaningful.
Our members participate in a wide variety of roleplay opportunities ranging from everyday civilian life and business ownership to roadside assistance, towing, transportation operations, construction, and highway maintenance.
The department is designed to support both structured and creative roleplay. Members are encouraged to develop realistic characters, interact with other departments, create businesses and organizations, participate in community events, and contribute to immersive scenarios throughout Fort Worth and the surrounding region.
Whether responding to a disabled vehicle, operating a tow truck, maintaining a roadway, owning a local business, or simply going about daily life, Civilian Department members play an essential role in creating a realistic and active community.
How the Civilian Department Supports Roleplay
The Civilian Department interacts with nearly every operational department within the State of Texas Roleplay community.
Law Enforcement opportunities include traffic enforcement, motor vehicle collisions, criminal investigations, business-related incidents, traffic control, vehicle impounds, and community interactions.
Fire & EMS opportunities include motor vehicle collisions, medical emergencies, fires, workplace accidents, hazardous conditions, and rescue operations.
Communications opportunities include emergency and non-emergency calls, tow requests, roadside assistance calls, transportation incidents, traffic hazards, and service requests.
Public Works and Transportation opportunities include roadway closures, construction incidents, traffic congestion, disabled vehicles, debris, and infrastructure problems.
Civilian members help generate realistic situations while also participating in normal day-to-day activities that do not require emergency services.

Members involved in roadway operations, towing, construction, and roadside assistance are expected to operate responsibly and prioritize the safety of motorists, responders, and other personnel.
Many Civilian Department roles directly support the community. Whether clearing a roadway, assisting a stranded motorist, recovering a damaged vehicle, or creating engaging civilian interactions, our members contribute to the overall quality of the community.
Successful roleplay depends on cooperation. Civilian Department members work with one another and with other departments to create coordinated, realistic, and enjoyable scenarios.

Division
Civilian Operations is the primary roleplay division of the Civilian Department and represents everyday life throughout the State of Texas Roleplay community.
Members assigned to Civilian Operations are not limited to a specific occupation or service. Instead, they are encouraged to create characters, businesses, careers, and scenarios that contribute to the realism and activity of the community.

Civilian Operations provides members with the freedom to build their own characters and experiences while remaining within community rules and maintaining realistic roleplay standards.
The objective is not simply to create calls for public safety departments. Civilian Operations exists to create a living environment where members can develop stories, relationships, businesses, careers, and ongoing characters throughout the community.
Division
The Texas Department of Transportation division supports roadway operations, transportation infrastructure, traffic management, and motorist assistance throughout the community.
TxDOT personnel help maintain safe and efficient travel while supporting public safety agencies during roadway incidents, construction projects, emergencies, and traffic disruptions.
The division includes two primary operational sections: Road Construction / Maintenance and Roadside Assistance — HERO.
Subdivision
The Road Construction and Maintenance section is responsible for maintaining and improving the roadway infrastructure used throughout the community.
Personnel may perform scheduled maintenance, emergency roadway repairs, construction operations, and traffic control activities.

Road Construction and Maintenance personnel may establish temporary lane closures or work zones when conducting authorized roadway operations.
Members are expected to operate construction vehicles and equipment safely while maintaining realistic traffic control procedures.
Subdivision
Highway Emergency Response Operator
The Highway Emergency Response Operator, commonly known as HERO, provides roadside assistance and traffic incident support on highways and major roadways throughout the community.
HERO operators help reduce secondary crashes, keep traffic moving, assist stranded motorists, and provide additional roadway protection for emergency responders.
HERO personnel frequently coordinate with law enforcement, fire, EMS, communications, towing services, and TxDOT roadway crews.
HERO Responsibilities
• Clear minor crashes from travel lanes
• Remove debris from travel lanes
• Relocate disabled vehicles to safer locations
• Assist stranded motorists
• Change flat tires
• Add air to low tires
• Provide gasoline
• Provide diesel fuel
• Provide water when needed
• Provide vehicle jump-starts
• Assist with minor roadside emergencies
• Provide traffic control
• Establish temporary lane protection
• Assist first responders
• Help protect emergency scenes
• Support traffic incident management operations
• Coordinate towing when a vehicle cannot be safely returned to service
The primary objective of HERO is to help restore normal traffic flow as quickly and safely as possible while protecting motorists and responders.
Division
Texas Towing Inc. provides professional towing, vehicle recovery, and roadway support services throughout the community.
Tow operators respond to disabled vehicles, traffic collisions, law enforcement requests, impounds, abandoned vehicles, and other situations requiring professional vehicle recovery.

Texas Towing Inc. personnel frequently work alongside law enforcement, fire, EMS, communications, and transportation personnel during roadway incidents.
Members are expected to operate safely around active traffic scenes and coordinate with incident command or public safety personnel when operating within emergency scenes.
